“Monkeys don’t even build their own houses and destroy the houses built by others.
Federal government forgot Baishakh 1, 2081: What will happen next?
Government should work itself, or let us do it.
The joint meeting of the Federal Parliament, in the policy and legal reform program of the budget statement of the fiscal year 2080/081, presented by the joint meeting of the Federal Parliament on 2080 Jestha 15, said that packing will be arranged in degradeval organic objects that rot instead of plastic items, from Baishakh 1, 2081, This system is also for items packed in plastic such as civilized objects, smoking. Today is the 11th of Jestha month. There is no guarantee of the implementation of the announced program. This is why we want to remind the federal government the following date.
While the government kept announcing this, the Certizen Substance (Control and Regulating) Act, 2068 was active. Still has it now. This act has prohibited the sale of cigarette, bidi, singar, tobacco, sulpha, kakkad, raw surti, khaini, gutkha or similar types of cigarettes in public places.
Whether the objects prohibited by the law can be sold in organic shell or not, there is a question targeted by the federal government. If the use of cotton materials wrapped in organic shell does not affect public health, we also want to know and understand the scientific facts.
Federal Government!
We also had to be given an opportunity to know about this.
Kathmandu Metropolitan Public Health Act, Section 42 of 2080 may ban the sale of cotton and alcohol, set open areas for prohibition and sales distribution, not allowing sales to children, legal that can prohibit selling of cotton, alcohol and junk food distribution around four forts of public places. There is arrangement. What measures should we take to implement this law constructed by the assembly, which does not comply with the above law?
Federal Government!
Any suggestions?
At the local level, there is the right to control and control consumption of types of consumers that create public health problems. Section (14) of Section 11 (2) of the Local Government Operations Act 2074 has the right to control, monitor and regulate environmental pollution and harmful substances along with such consumption. If you have to reach grandmother to use this right, then you have to provide the location map of Patangini.
We are clear in our goal to prohibit the consumption of solaristic goods and plastic packaging. We want to reduce the negative effects of urban beauty, development construction and development management of the use of these items.
Because, we know, due to these things our metropolitan people have to spend their hard earned money on health care, even by cutting grass of families and children. We have to endure the climate disaster.
We issued a public notice to prohibit sale and storage including gutkha, pan pollen, khaini on Mangsir 12 last year to protect from humanitarian damage, economic crisis. Our aim was to enhance the beauty of the city, creating a situation for the city residents to live in a cleaner environment.
The federal government’s arrangement to package such items in rotten shells from 2081 Baishakh 1, has to be deprived of using the right in its own hands from the decision of the honorable court. After this, neither we were able to do the work of saving the health and environment of the citizens, nor the federal government.
The main cause of human death is non-curable disease. According to the World Health Organization, out of the 10 causes of human death, 7 are non-curable diseases and only 3 are removable diseases. The reason for 7 diseases of non-common diseases are smoking, use of cotton material and use of plastic material.
Good work can be done by anyone. Either the government should work itself, or let the local government do it.
We are expecting to build a proper environment with answers from the federal government.”
